Recommend new badges to obtain based on user's current profile, including the current {occupation_id}, a list of {skill_ids} and {badges}.
At least one of [occupation_id, skills_ids, badges] must be provided.
Note that we do not check whether all badge IDs are valid because the badge data can be stale. The API will only consider valid badge IDs.
