Return declining skills for a given {occupation_id} in a given {country_code}(default: US).
Skills that have a negative gradient (i.e. a declining rate) for the given occupation and are within the top 5% of all skill-occupation combinations are identified as declining skills for the occupation.
Note that some occupations might not have any declining skills.
