Return histotical skill trends (monthly and on a 12-month-rolling basis) for a given {skills_id}, a given {occupation_id} and an optional {country_code}(default: US).
Data will be returned up until the latest available date. If no {start_date} is set, data for up until the last 2 years will be returned.
