API For a given {occupation_id} (with an optional {occupation_level}), and a list of {skill_id}, return the proficiency level required for each skill where available.

Any proficiency level data with lower statistical support is marked with the confidence label "low".
Note that some occupations may not have proficiency data for all/any skills and all/any occupation levels either due to lack of data or relevancy to the occupation.
