Return trending skills for a given {industry_id} in a given {country_code}(default: US).
Skills that have a positive gradient (i.e. an increasing rate) for the given industry and are within the top 5% of all skill-industry combinations are identified as trending skills for the industry.
Note that some industries might not have any trending skills.
